Windows says “Windows protected your PC”?
The launcher isn't code-signed yet. Click More info, then Run anyway. Sign in with Microsoft, paste the code on the right once, and press Launch. It installs Fabric and the client for 1.21.1 or 26.3 on its own.
No “Run anyway” button? That's Smart App Control, which blocks apps that aren't signed yet. Open Windows Security → App & browser control → Smart App Control settings, turn it off, then run the installer again. You can turn it back on later.
